Anti Ragging Cell

Vision:

  To build a Ragging-Free environment by instilling the principles of democratic values, tolerance, empathy, compassion and sensitivity to that students become responsible citizens.

Mission:

 To create an atmosphere of discipline by passing a clear message that no act of ragging in college premises.

Objectives:

 Anti Ragging Committee will be the supervisory and advisory Committee in preserving a culture of Ragging - Free Environment in the college campus. The main objectives of this cell are as follows:-

  • To keep a continuous watch and vigil over Ragging so as to prevent its occurrence and recurrence.
  • To promptly and stringently deal with the incidents of ragging brought to our notice.
  • To aware the students dehumanizing effect of ragging inherent in its perversity.
  • To generate an atmosphere of discipline by sending a clear message that no act of ragging shall be tolerated and any act of ragging shall not go unnoticed and unpunished.
  • Anti Ragging Committee will be involved designing strategies and action plan for curbing the Menace of Ragging in the campus by adopting array of activities.
  • Regular interaction and counseling will the students for detecting the early signs ragging.

Conducting Anti – Ragging workshops, seminars and programmes of Advocates and other Judicial related personalities.

                                 Guidelines For Anti-Ragging

            As per the mandate of the University Grants Commission (UGC), notification on “Regulation on curbing the menace of ragging in higher educational institutions,2009”, The Sir.C.R.Reddy College for Women has constituted the Anti-Ragging cell to prevent any form ragging, which is strictly prohibited in the college premises.

Objectives:

  1. To root out ragging in all its forms from the college by prohibiting and preventing its occurrence.
  2. To implement the provisions of UGC regulations on curbing the menace of ragging.
  3. To regulate and punish those who indulge in ragging, as provided under the UGC Regulations, 2009.

What Constitutes Ragging?

  1. Any act of indiscipline on the college campus.
  2. Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.
  3. Any act of physical abuse including all variants of it: causing bodily harm, gestures, forcing obscene any other danger to person.
  4. Any act by a senior student that prevents, disrupts or disturbs the regular academic tasks assign to an individual or a group of students.
  5. Financial extortion or forceful expenditure from students.
  6. Any act of physical or mental abuse targeted at an other student (fresher or otherwise) on the ground of color, religion, caste, appearance, place of birth, place of residence, or economic back ground.
  7. Any act of abuse by spoken words, e-mails, post, public insults, SMS, or through social media platforms.
  8. Any act that affects the mental health and self confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing of power, authority or superiority by a student over any fresher.

Complaint Redressel Procedure:

                  For registering complaints against ragging or other grievances a complaint box shall be placed at prominent areas of the college, where any student can write and drop her complaint or can give any suggestion regarding ragging if any.

                 The complaint boxes shall be locked and can be accessed by the Anti-Ragging squad, once in a week and the report shall be submitted to the Anti-Ragging Committee. Upon getting any grievance related to ragging one of the committee members shall be empowered to investigate the case and report the same to the Anti-Ragging Committee, which shall be further dealt strictly, as per the UGC Regulations.

Provisions of Punishments:

           Depending up on nature and gravity of the offence as established by the Anti-Ragging Committee of the institution, the possible punishments for these found guilty of ragging at the institution level shall be any one or in any combination of the following.

  • Cancellation of admission.
  • Suspension from attending classes.
  • Suspension from the hostel.
  • Debarring from appearing in internal and university examinations.
  • Expulsion from the institution and consequent debarring from admission to any other institution.
  • Fine of amount shall be deciding depending op on the nature of offence.
  • It is punishable with imprisonment for a term, which may extend

To two years, and shall also be liable to a fine which may extend to Rs.10.000 under section of the Anti-Ragging act, 1997.

Anti- Ragging Committee:

  1. Constitution of Anti-Ragging Committee in the college:

In order to ensure strict compliance and monitoring of anti-ragging measures laid down in UGC Regulations, the institution has constituted anti-ragging committee by nominating various department faculty members, representatives of students, parents and non-teaching staff of the college.

                    The committee shall be meet twice in a year to overview the effectiveness of the steps taken by the college to curb ragging and to make timely decision as and when required.

  1. Constitution of Anti-Ragging Squad:

The members of Anti-Ragging Squad shall be nominated by the head of the institution with representation to the various sections of the college.

Functions of Anti-Ragging Squad:

  • The Squad shall be responsible to vigil and oversight to ragging prone areas. The members of the squad shall be empowered to

Inspect such places and arrange surprise visits to the hostel and college campus and buses.

  • The Squad shall be empowered to incidents of ragging and make timely recommendations to the anti-Ragging committee.

c) C.C.T.V & Video footage monitoring:  The Sir CRR College for women shall take steps to install CCTV cameras at all identified vital and vulnerable points and avoids incidents of ragging. To support further, in case of any complaint registered, the recording shall be kept safe for that purpose.

d) Periodical Inspections: A periodical inspection shall be conducting by the Anti-Ragging Squad and report will submit to the Anti-Ragging Committee. The chair person of the college will monitor who submitted report by the Anti-Ragging Committee.

e) Quarterly review by the principal:  For curbing the menace of ragging the chair person of the Anti-Ragging Committee, shall be conducting meetings with various members of the committee, such as faculty members, hostel wardens, representatives of students in the beginning of every session to discuss the measures to be taken to prevent ragging in the college and steps to be taken to identify those indulging ragging and punish them suitably.

f) Notice boards: Maintaining the notice boards in entering  all the blocks and display Anti-Ragging provisions and penalties as per Andhra Pradesh prohibition of ragging Act, 1977 in Telugu and English. Details of Anti-Ragging Committee with phone numbers be displayed in the provisions.

g) Orientation session: The college shall organize orientation session for the new comers to apprise them that ragging in all its forms is totally banned in the entire campus or outside ,it means of transportation of students whether public or college buses.

h) Conduct guest lectures by the police and legal authorities: One or more guest lectures shall be organized to the students against the ragging, motivating them and to avoid such incidents from the campus and provide good atmosphere on college campus.

I) Posters and Warning signs: Posters and warning signs on Anti-Ragging shall be placed at all prominent places and notice boards.

j) Undertaking by the students and parents: In order to ensure strict compliance and monitoring of Anti-Ragging measures and make students and parents aware of the prohibition of ragging and the punishments. The college prescribed an affidavit from the students and parents duly signed by them, while seeking admission to the college in every academic year.
